I started this thread to help in the search for tutorials, tools and to assist other useful links that may not be used that often.
Please share with us useful tools and sites. If any links are broken, please dont hesitate to give me a pm.

MODELING SITES:
xsi modeling program download section

The xsi modtool is free to download. It can import into 3ds max providing you have signed up and registered which is also free.
its is a nifty program and can do most of the modeling and animating needs.
Maya PLE (personal learning edition) download section
usa.autodesk.com/adsk/servlet/item?siteID=123112&id=7695485 Maya PLE requires registration which is free, but i would only recomend this if you want the basics to learn.
It can only export to maya and there is only one other way of getting models into max with ple if you have ut2004 and its modtools.
3ds max 6,7,8,9 tool download

3ds max offers 1 month trials which you can download with registration. The whole program can cost quite a bit of money so I would reccomend to learn with the other programs first as they have simmilar layouts and functions. As the DOW game uses 3ds format models it would be a waste if you didnt know how to model adequately. The game will use models from max 6-9

The GIMP (gnu image manipulating program)

The GIMP is an advanced image editing program that will allow you to do most of the editing jobs needed to make your images into TGA images. Its free to download and requires the GTK -2 runtime files (also in the link)
SciTE (scintilla Text Editor)

Scintilla text editor is a text editing program thats free and easy to use. It has many functions and does not edit the header when making/editing .UCS files. SciTE can also read python and lua which is why i have the download site here.

These allow you to view models in the object editor without the need for 3ds max
